I know Norman Whitfield is the producer writer and probably manager of Rose Royce. As this is a motion picture soundtrack, the interpreter should be named in second and the writer/composer as the first uimportant name. Same for any soundtrack. Here the master, one of the baddest writer/composer, arranger and producer is Norman Whitfield.
