Early release copies had 6 tracks which included 'Hanging Out (Instrumental) as A3, with same Cat. No.
Most likely due to Gallup Poll changes to 12" record times being reduced in the UK in 1984. If a 12" record went over a certain time it was considered an Album and would therefore not be counted in the singles chart.
This was to prevent certain labels cheating by increasing the number of tracks on a 12" in order to gain more sales and enter the charts.
