According to Jeff Simpson, he was the creator and owner of NAIL (N.A.I.L.). Simpson owned a record store out of Albany, Oregon called Phonomania Music and Gear. He released this promotional CD sometime back in 1995 or 1996.

This CD was released on cardboard sleeve.
Apparently there is another version of this CD that has a fold-out poster.
