Public Domain and all variations related to this mention are used for songwriter credits whenever the song has been freed of copyright protection. This usually happens 50 to 70 years after the death of the original composer(s) (the legal issues are different from a country to another) or if he voluntary decided to give it to public interest. The song is then considered Public Domain. However, this is not identical to a Traditional song, where the original composer's identity has never been known or is from a specific part of the world.
