I don't know this man's background, but the vast majority of people who commit crimes like this were horribly abused as children themselves. We need to prevent this happening in the first place, but the people screaming most loudly for blood are the same people who scream about taxes being wasted on things like child protection services. Most child abuse is detectable and therefore preventable given sufficient resources targeted in the right way.

What do you do with people like this? You lock them away and try and do whatever you can to prevent them being a risk to children. If you aren't able to do that, then you keep them locked up.
