besides it's the hook of the track, the Dome Cracker mix contains a scratch from Run Dmc - Hollis Crew [@1'36 ''Microphone master, super rhyme maker''] in the intro & the outron thks Spinna & Joc Max :)

The Dome Cracker Remix was one of those tracks played by primarily East Coast U.S. based underground hip-hop DJ's like Stretch Armstrong/Bobbito and DJ Eclipse, creating a fairly large buzz amongst fans of the post-A Tribe Called Quest/Pete Rock sound that thrived in that environment dominated by late night and college radio. This is effectively the song "made" DJ Spinna as a well regarded hip-hop producer, and his sampling here can be clearly be compared to later work done for the Jigmastas, De La Soul, and Polyrhythm Addicts. This is a definitive, yet somewhat lesser known, mid/late-90s East Coast U.S. Hip-Hop track.
