The Delroy Wilson side is an extended mix of Delroy Wilson - Can't Stop Me
The deejay on the Delroy Wilson side says, "My name is Dillinger" a few times.
Both sides have more widely spaced grooves about 70% of the way in, but there is no break in the music and this is not the point when the deejay comes in.
I'm pretty sure that it is a UK press from the feel of it. Both tracks have a late 1970s sound, likely 1977 based on the dates of the 7" releases of these tracks.
Other than Sevitt on one side there are no etchings in the run out grooves.
