This is afro-beat. Probably a sample from a Fela Kuti song with some '60's funk vocal samples.
If you've heard the original music, this one doesn't do anything.

Mean Streets Part 1 finds Falty DL moving towards a deep, funky and blunted house groove, but with wicked shifting drum patterns that keep the track from ever settling into a steady 'four to the floor'. I like this guy's stuff and hope he's out pounding the streets some more if it means there'll be more of this soul/funk influence riding over his beats.

The other two tracks are strong too with moonshine on a twisted hip-hop vibe (really growing on me this one) Hard mashing up 'apache' style breaks over a sea of aquatic bass. SWAMP81 have thrown out another winner.
