How can this be a "Reissue" When it says "1st time on vinyl" right on the hype sticker?

I remember my copy sounding fantastic the first time I played it. But I was a beginner collector and my sound system sucked. Now when I play it, I hear frequent pops and clicks. Have they always been there? The dynamic range is very wide, so the record tends to play very quiet.

The packaging is what I have most problem with. The numbering is on the FRONT, right bottom corner. Also the baby face is a bit off centre. Also the outer sleeve got seam splits from shipping when I bought it. I don't listen to this album very much. I am just happy to have a copy.
