Pretty confident it was sand. It wiped right off for me, and had no effect on the sound.

BEWARE: The new Steel Panther album, All You Can Eat, came today and the vinyl and inner sleeve are coated in a fine powder that so far, is impossible to get off. I've washed the record and vacuumed the inner sleeve. Poor production. If anyone else has this problem, please let me know. I'd hate to be the only one.
