Played seventeen instruments including tenor, clarinet, organ and piano and was a gold card (25-year) member of the musician's union. Mainly a sideman, he also taught organ and piano.
He was variously listed as Bill Austin, Bill Osborn and Bill Osley on recording sessions by Big Bill Broonzy, Tampa Red, and Washboard Sam (all the sessions dated 1938).
Owsley mostly played in nightclubs with different combos, like Johnny Dodds and Baby Dodds, and pianist Blind John Davis, playing jazz and blues.
