Assuming that this is not a hoax but a genuine Bambaataa mix from the very early eighties the DJ skills are impressive with Bam mixing rather short breaks, scratching little phrases and even doing some basic beat juggling (for example with the intro from Spoonie Gee's and the Treacherous Three's Love Rap between 11:45 and 14:28).
The release itself is most likely a bootleg of unknown origin without any connection to the Paul Winley Records label of the 1980s.
The mix starts off with some tracks in reasonable sound quality (JBs, Trouble Funk, etc.) before the sound quality deteriorates around 1:57 when the Boogie Boys track starts; from this point onwards, it sounds like original source is different - and certainly of worse quality with substantial tape hiss audible. During "Rappin' Aint No Thing", at around 4:20, the original record seemingly skips or somebody messed up the source tape. Almost all tracks used in the mix appear slightly slower than they are in their original versions, which might indicate that the source tape is the cause of the speed problem, rather than Bambaataa pitching down the speed of the records.
