As the typography on both record covers (1969 & 1994) clearly shows—granted, as opposed to the label—the name of this band is Dickens, while the album is called "Royal Incarnation". See also the comment below.

Referring "Psychedelic Vinyls 1965-1973 " book by Philippe Thieyre, Editions Stéphane Bachès issued in 2010, page 442 author is talking about a french psychedelic band call DICKENS. The band out an album titled "Royal Incarnation" in 1969 with two different covers. Strangely, one of the both version was sold through gas station shop circuit and other one distributed in normal way by President records.
