I picked up the VP reissue 7" about a year ago, figuring I'd never see the Jam Can 12" in the US. But recently it showed up, and, after much internal debate, I picked it up. FYI: Side A of 12" is not a discomix, but is 15-20 seconds longer than the 7". The dub side of the 12" is a different dub mix than the 7" (12 has no vocal snippets and is clearly different in the order of isolations and effects) and maybe 10 seconds shorter. The big news is that the 12" sounds fantastic. Not that the 7" sounds terrible, but the 12" is very quiet, has lots of depth and a lovely bass sound. The 7" sounds compressed in comparison. Worth it for me.
