Asking or forcing a user to read the guidelines is unrealistic. i happen to know that some of the top contributors here have rarely dipped into the guidelines at all.

What I would like to see is a tutorial overlay for new users as you get with video games. The first levels etc.
Like an overlay for each field when clicked into which will briefly explain what is there. I would also like this early submission form to be different. To just include the necessary aspects of the release with the ability to open the further fields by clicking a plus... so users don't automatically think they must completely everything. I would also like to see copy to draft stopped for anyone who has not received a certain amount of correct votes or received vote status just to make sure they understand the basics and have a feel for the place. Copy to draft is extremely powerful and should not be open for new or inexperienced users. In all other aspects of life or things which require learning, we start gently with a little information at a time. As we learn we then seek more complicated aspects, our submission process and guidelines should also have this shallow end approach and definitely not demand users dive in the deep end and be expected to learn everything in one take - this is impossible, unrealistic and highly alarming for a prospective new user. It would be to the detriment of the database to adopt such a caustic approach.

For the record, cleaning up people's sloppy submissions is super rage inducing especially after going through the whole effort of making a sub just to find someone's lame hackjob show up as a potential duplicate.

It's super frustrating. No bones about it. I probably spend about as much time now pushing other people's subs towards completeness as I do making new ones.
