I just got a copy and there's some surface noise on SICNH on mine too. I actually think the surface noise might be present on the rest of the album and it's just a lot more obvious here because the song is so much quieter than the others.

It should probably be USA, Canada & Europe. I bought a copy of this in a US record store on release date. They probably just did a huge run in an EU plant and shipped them worldwide.

It's not never ending, it goes on for about 7 minute. It's not actually stuck in a physical loop on the record and the music subtly changes throughout because all of the instrumental parts are slightly out of time with each other.

Have you compared to the album version of "LMK" on Spotify or iTunes? It's likely they just changed the song slightly between when your promo CD was pressed and when the final album master was delivered. Good catch!
