There are still a few sealed copies for sale direct from the Nocturnal Emissions Bandcamp Page. I got one last month and though its a vinyl rip the sound quality is excellent. This is my favourite NE album, the way it anticipates the future sound of electronic music in the late eighties and nineties is uncanny.
