Does anyone know who created the '99 mix? On the listing on Amazon it says that it is by K-Klass themselves.

I completely disagree with the above's comment that it summarises the rave era of 88-92? The style of this track bares no resemblance to what was happening back in the late 80's Acid house scene.
While the A side had some commercial success and a hit in the Ted clubs, for me the 'B' side 1,2,3 remix by Sabres of Paradise is the one. This track does it for me, delay, nice synths and pads that flow harmoniously, though starts off quite industrial, then slowly morphs into a beautiful track that's worth the money that the record is currently going for - The early nineties are without doubt the decade that Weatherall and Kooner produced/remixed their best work.

This tune is an absolute classic. "You've got to live right now!". An epic example of the early 90's old skool/house scene. Played at many a club, warehouse and barn. This is one of the tracks that summarizes the rave era of 88-92. 1,2,3 is not quite the track that i would jump for joy over, but let me show you is an essential to any DJ involved in this genre of music. Deconstruction/parlophone is a great label to dig out some of the original old skool that gets the crowd waving their arms around.
