Founded by Jimmy Low, Dave Low and Andy Swallow.
Due to the founders being busy with their other labels and own music projects, the label was run by James Mack (brother of Lisa Louds) during the mid-nineties, mainly releasing full vocal tracks by established American garage producers like Danny Buddha Morales, Lenny Fontana and Benji Candelario. During that time PD had a label deal with with PWL.
With the departure of James Mack leaving the label and when PWL was taken over by Warner Music, Public Demand went independent. There was a quiet period of around eight months before Public Demand experienced a considerable re-birth transforming into the leading label of British garage- and 2-step-scene.
